How can a foreigner buy property in Cyprus?
Who may buy
EU citizens can purchase property in the Republic of Cyprus under EU property ownership rules. Buyers from outside the EU, including most UK citizens after Brexit, must check the permission procedure administered by the relevant District Administration under the Acquisition of Immovable Property (Aliens) Law. The official procedure uses form COMM 145. Permission rules depend on the buyer and the proposed acquisition, so they should be checked before the transaction is structured.
Independent legal review
Before paying a reservation fee or deposit, an independent lawyer should confirm ownership, encumbrances, planning and building permissions, contract terms and the legal status of the property. The lawyer should act for the buyer alone, not for the seller or the developer.
Title deed
A title deed records ownership in the Republic’s land registration system. If a separate title is unavailable, the buyer’s lawyer should explain why, what stage the process has reached and what protection is available.
Sale contract
Proper deposit of the sale contract with the Department of Lands and Surveys can protect the purchaser’s contractual rights. The lawyer should monitor the applicable requirements and deadlines.
What costs apply when you buy property in Cyprus?
The reduced 5 percent rate may apply to a qualifying part of a home used as the buyer’s primary residence, subject to the statutory conditions and approval. Stamp duty was abolished for documents drawn up and signed from 1 January 2026; earlier documents may remain subject to the previous rules.

Someone moving to the island year round looks for different things than someone visiting for a few weeks or buying to let. That is why the search starts with how the property will actually be used.
For a holiday home, travel time from the airport, running costs while you are away and someone to keep an eye on the property all matter. For a rental, add demand, seasonality and the formal requirements for letting legally.
Buying does not by itself make a property lettable, and it does not change your tax or residence position. Both are separate questions with their own rules.

A purchase runs from defining your criteria, through viewings and independent legal checks, to contract, payment, registration and handover. The exact sequence depends on the part of the island, the type of property and your own circumstances.

Set a realistic total budget rather than an asking price, and decide whether the property is for living, holidays or letting.

Instruct an independent lawyer before any binding payment

Can overseas buyers obtain a mortgage in Cyprus?
Mortgage availability depends on the lender, residency, income, deposit, currency, credit history and the property offered as security. There is no automatic entitlement, and citizenship alone does not decide the outcome.
International or UK buyers may be asked for proof of income, bank statements, tax records and information about existing liabilities. Requirements and documentation vary between institutions, so compare more than one where you can.

Does buying a Cyprus home provide permanent residence?
Buying property does not automatically grant unrestricted residence. Ownership and immigration status are separate questions, decided under different rules.
EU citizens have residence rights under EU rules, subject to the applicable registration formalities. UK and other non-EU citizens must follow the relevant immigration route.
UK visitors can generally stay in Cyprus for up to 90 days in a 180 day period without a visa, and owning a home does not extend that allowance.
Cyprus has separate immigration routes that may involve qualifying investments, but eligibility should be checked directly with the Migration Department or an immigration lawyer rather than assumed from a property listing.
Can a Cyprus property be used as a holiday rental?
In the Republic of Cyprus, villas, houses and apartments offered as self service accommodation must comply with the applicable requirements and registration process administered by the Deputy Ministry of Tourism.
Before buying for short term rental, check the property itself, the rules of the development, communal charges, the registration requirements and realistic demand for the location and season. A property that suits your own stays does not automatically suit letting.
Projected rental income is an estimate, never a guarantee. Requirements for letting are set by the competent authorities and can change, so confirm them for the specific address before you commit.

The Republic of Cyprus is an EU member state. Property rights, contracts and registrations are examined within the Republic’s legal system.
Land registration
Registration is handled by the Department of Lands and Surveys, and the register shows who holds title to the property.
What is checked
Title, encumbrances, planning and building permissions and the sale contract are examined before any binding payment.

Northern part of the island
A different legal analysis
Property in the northern part requires a different legal analysis, with different rules, registers and procedures.
History of the title
Some land may be affected by claims from owners displaced in 1974, so the history and type of title matter more than the document alone.
A local title is not a guarantee
A title recognised by the local administration does not automatically remove the possibility of competing ownership claims or future legal consequences.
Before paying a deposit
Obtain independent advice on the history and type of title, planning status, contract, encumbrances and the ability to sell or finance the property later.
